Complaints Green Bay Correctional Institution the major irony and tragedy in GBCI and all WI DOC prisons is that at least a third of the inmates are mentally ill and needing treatment. There is none to speak of. Severe overcrowding and lack of staff make even psychologist or psychiatrist visits infrequent. one of the descriptions of segregation conditions comes from an inmate in CCI. https://ffupstuff.files.wordpress.com/2016/08/te-deering-segregation.pdf With no meaningful activities that would help them vent their feelings, many inmates turn their attention to harming themselves- usually cutting- and instead of treatment they get more time in segregation as punishment. We find that prisoners are desperately trying to find way to be treated as human beings. The conditions in WI are deplorable with lack of staff and overcrowding as main drivers of dysfunction  in all areas. The mentally ill are warehoused only, the health care is woefully inadequate, programs are slashed and general living conditions deteriorate with staff doing forced overtime and prisoners often on lock down because of lack of staff. Doctor, nurses, psychological staff is critically short. Of late there has been prisoner on guard violence and we have received many urgent letters trying to explain what is happening. For example, the recent news of the assault of three guards and death of inmate that committed the assaults has spurred a lot of letters telling the back story. Jeff Davis, mentally Ill  Describes the Treatment Regime written by Jeff Davis, CCI Seg, 3 13 15. He has only pencil to write with and it is too light to scan? relevant paragraphs typed in full, some summaries/      “I assume you’ve surmised by my writing utensil that I find myself once again in CCI’s dreaded segregation unit. Unfortunately I did relapse and engage in self-harm on February 1-but knowing the CCI’s punishing administrations ways, I didn’t report it.       When I did report it, I wasn’t provided proper medical treatment and consequently I was more severely injured and endured brutal open stomach surgery. below THE NEED TO REDUCE OVER CROWDING and  TO RENEW HEALING MISSION  The Wisconsin DOC is in crisis caused by Overcrowding and Loss off mission. The resulting Dysfunction has made the prison's usual low level frustration escalate in many prisoners to rage. Severe shortages of staff create equally severe stress as guards are forced to work overtime and all professional staff is spread to the thinnest thread. Meanwhile prisoners get poor care if any and the prisons spend much time on lockdown due to staff shortages. Some prisoners complain they rarely get to the law library because of overcrowding and the law is their only remedy.    Assaults by prisoners on guards are up as are reports to us of abuse by guards of prisoners. These usually go together, even though the prisoners reasons for "snapping out" ( what prisoners call assaulting guards)are seldom aired by the media.
